[DiaryPoint = Reporter Choi Seung-jin] Successful candidates in South Korea’s open competitive civil service exams may request a deferral of their appointment if they cannot start right away because of school, military service or other qualifying circumstances. In guidance released Nov. 6, the Ministry of Personnel Management outlined the reasons, process and time limits.

Eligible reasons include fulfilling mandatory military service, continuing education, an illness requiring at least six months of long-term care, pregnancy or childbirth, and other circumstances deemed unavoidable. Requests based on other reasons, such as family circumstances, are considered case by case.

Apply after registering as a candidate

The process is to register as a candidate for appointment, wait for the hiring agency to be designated, then submit an application and supporting documents. The ministry or agency planning to hire the candidate provides details on when and how to submit the paperwork. After registering, candidates should check the agency’s notice for the application window and required documents.

South Korea’s State Public Officials Act and its Enforcement Decree set the candidate roster’s validity period at two years and allow appointments to be deferred within that period. Mandatory military service does not count toward the validity period. The ministry says candidates whose studies overlap with military service may still request a deferral for education within the roster’s validity period, excluding the time spent in service.

Notify the appointing authority when the reason ends

If the reason for a deferral ends—for example, when a candidate graduates—the candidate must notify the appointing authority and follow the hiring agency’s instructions for proceeding with the appointment. Even when a candidate meets one of the listed criteria, the agency may deny the request based on staffing needs. Candidates should check with their prospective agency for the final decision.
